Over time, the moisture-absorbing granules turn into liquid that settle to the bottom of the bag.  At first the loose granules will get hard and compacted like a stone, then as it keeps absorbing moisture, it will release the collected moisture into the lower bag until the granules are completely gone.  When there are no more granules in the upper bag compartment is it time to empty the liquid and replace with a new bag.  Empty the liquid by cutting the bag and flushing the liquid down the toilet.
